Scott County doesn't sell a PPO through its marketplace, but you can still purchase nationwide PPO coverage in Iowa. Here's what Davenport and Bettendorf plumbers should look at when choosing insurance.
Hi, I'm Sam Jaber. Health insurance is my specialty, I'm licensed in Iowa, and we handle everything by phone. No need to leave a frozen crawlspace to meet me.
Let's say you own a two-truck plumbing business in Bettendorf, taking calls across Davenport and the Iowa portion of the Quad Cities. In Davenport's older neighborhoods, you're replacing galvanized water lines and repairing cast-iron drains. Bettendorf and Eldridge keep you working on new subdivisions, installing rough plumbing and finishing fixtures. Then freezing weather moves across the Mississippi and everything hits together. Rental properties have burst pipes, water lines freeze and sump pumps fail. With all that going on, you're also responsible for purchasing your family's health insurance, and you want a clear explanation of the coverage you're buying.
Here's what I want you to know first: nationwide PPO plans remain available in Iowa, and I can help you get one.
For 2026, Scott County offers 26 HMOs and 32 EPOs through 4 marketplace insurers, but zero PPOs. Iowa's marketplace PPO choices are limited to seven northwest counties and one insurer, nowhere near the Quad Cities. HMOs and EPOs generally exclude non-emergency treatment outside their networks. PPOs, by contrast, contribute toward out-of-network care without requiring referrals. Nationwide PPOs sold privately determine premiums through medical underwriting.
Your household's estimated income during the coverage year determines the premium tax credit. For a plumbing business owner, use net self-employment profit after expenses including trucks, pipes, fittings, fixtures, jetting and thawing equipment, licenses and insurance. Give your estimate when enrolling, then revise it as the business year develops.
HealthCare.gov opens enrollment for 2027 on November 1 and ends it January 15. If you need coverage effective January 1, enroll no later than December 15. Since the first major freeze may arrive around then, I'd schedule time to review plans before work gets hectic.
Several profitable years, or even one unusually demanding winter, can push a two-truck operation beyond premium tax credit eligibility. That leaves Scott County marketplace plans at full price. If your household is healthy, compare those rates with a medically underwritten nationwide PPO. The insurer examines your health history before offering coverage, offering it with one previous condition excluded, or declining your application. Healthy families can often pay less than the marketplace's unsubsidized premiums. The network can also serve you across the river in Illinois or while visiting relatives elsewhere. I'll review the actual benefits of each plan before you enroll.
Next step: Call me with your county and everyone's birth year. I'll put a nationwide PPO quote next to the Scott County marketplace prices.
