Here's how plumbers and pipefitters in Delaware are saving money on their health insurance this year

Delaware plumbers can still purchase nationwide PPO coverage. But if you work around Sussex County's beaches, the harder question may be how to budget health insurance when July brings nonstop jobs and February is slow.

Sam Jaber, licensed health insurance broker

Hi, I'm Sam Jaber. I'm licensed as a health insurance broker in Delaware and handle everything by phone. We can talk during one of those slower February afternoons when service calls ease up.

Picture a Lewes plumber operating one truck with extra help during summer. Between Memorial Day and Labor Day, there's barely time to rest. Rehoboth and Dewey rentals need drains cleared on arrival days, outdoor showers fixed, heaters replaced and Route 1 condos prepared for new guests. Fall shifts toward construction west of Route 1 near Milton and Millsboro. Come January, calls slow except for frozen plumbing in vacant beach houses. The plumber and partner are in their thirties and purchase their own insurance.

You can still get a nationwide PPO in Delaware

Before anything else, know that Delaware still has nationwide PPO insurance available. I can quote it for you right from the beach.

For 2026, Sussex County's marketplace offers 40 medical plans through 3 insurers: 17 EPOs, 15 PPOs and 8 HMOs. The PPO carries a premium. For unsubsidized silver coverage at age 40, the least costly PPO runs 6% more than the least costly HMO. HMOs generally restrict nonemergency coverage to their networks, while PPOs contribute toward outside providers without requiring referrals. If your doctors around Lewes, Rehoboth and Milford participate in a more affordable network, paying extra for PPO coverage may accomplish little.

How to estimate a year that comes in one season

Your premium credit is calculated using projected household net income for the coverage year. For a seasonal plumbing shop, subtract expenses like helper wages, trucks, fuel, parts, fixtures, equipment, licenses and insurance from business revenue. Because earnings swing so much, underestimating them can leave you repaying credits at tax time. Look at the previous two or three years, then revise your HealthCare.gov income estimate after summer.

Scenario 1 of 3

Our year lands in the credit range

For many plumbing businesses in beach communities, HealthCare.gov offers the lower cost because premium credits are available only through marketplace coverage. If both spouses use local doctors included in an affordable HMO or EPO network, paying extra for a PPO may not be worthwhile. The premium credit won't increase simply because you select a more expensive PPO. But if either spouse needs a specialist in Baltimore or Philadelphia outside those networks, the PPO's additional benefits may justify the cost.

Scenario 2 of 3

A slow off-season put us near the Medicaid line

A weak shoulder season followed by a slow winter can put Medicaid into the picture. KFF reports Delaware expanded Medicaid January 1, 2014, with adult eligibility reaching 138% of the federal poverty level. Federal rules also require expansion adults ages 19 to 64 to meet 80 work hours monthly, with states generally implementing this by January 1, 2027. Track your hours and jobs, and verify Delaware's requirements with its Medicaid agency before relying on coverage.

Scenario 3 of 3

A huge summer, and we're both healthy

A particularly profitable summer could put your household above the credit limit, leaving all 40 Sussex County marketplace plans at full price. Healthy couples should then consider medically underwritten nationwide PPO insurance. Both applicants answer health questions, and the company may approve coverage, exclude a previous condition or decline. Healthy people can often get premiums below unsubsidized marketplace prices.

Where the Delaware figures come from

  • Sussex County's 2026 marketplace lineup is 40 individual medical plans from 3 insurance companies, of which 17 are EPOs, 15 PPOs and 8 HMOs Source
  • Priced for a 40-year-old on silver before any credit, Sussex County's least expensive PPO is 6% above its least expensive HMO for 2026 Source
  • Marketplace savings rest on estimated net income for the coverage year; if income will be higher or lower than estimated, update it as soon as possible, because reporting less than you make could mean paying money back at tax time Source

  • KFF lists Delaware's Medicaid income limit for adults at 138% of the federal poverty level as of January 2026 Source
  • Under a CMS interim final rule, non-pregnant adults 19 to 64 in the Medicaid adult group must meet an 80-hours-per-month work requirement, and states must generally implement it no later than January 1, 2027 Source
