Here's how 1099 contractors in West Virginia are saving money on their health insurance this year

I can help you obtain a nationwide PPO in West Virginia. Let's follow a young Morgantown contractor as she leaves her parent's insurance and chooses her own health plan for the first time.

Sam Jaber, licensed health insurance broker

Hi, I'm Sam Jaber. I hold broker licenses across 36 states and work with plenty of people earning 1099 income. If you're in West Virginia, I can help you arrange coverage entirely by phone.

Imagine a data analyst who graduated from school in Morgantown and decided to remain there. She creates dashboards and manages databases for several contract clients: small businesses near University Avenue, a startup connected to the hospital industry, and remote customers in Pittsburgh, about an hour away on I-79. Her mother's plan still covers her, but she'll turn 26 this spring. Now she has to choose and fund her own insurance for the first time, without knowing what a sensible plan should cost or include.

You can still get a nationwide PPO in West Virginia

Every West Virginia county, including Monongalia, has 37 individual marketplace medical plans for 2026, offered by two insurers. One company provides all 15 PPOs, while the other supplies all 22 HMOs. Interestingly, silver PPO coverage is less expensive. For a 40-year-old without subsidies, the lowest-premium silver PPO costs 3.5% below the lowest-premium silver HMO.

I can also arrange a private nationwide PPO for West Virginia residents. Medical underwriting determines the premium, and the network includes providers both near home and when you're visiting clients in Pittsburgh.

The two dates that matter

Start by checking your birthday and the termination date of your family coverage. Plans that cover dependents generally allow you to remain until age 26, but the exact ending date varies, so confirm it. Losing that insurance can trigger a Special Enrollment Period. HealthCare.gov generally lets you select replacement coverage up to 60 days before or after the loss, giving you time to avoid a coverage gap.

Next, estimate your income. Marketplace eligibility uses projected net self-employment earnings for the coverage year. Deduct your laptop, software subscriptions, home office, and mileage from contract revenue rather than relying on what you earned last year while studying.

Scenario 1 of 3

My first contract year will be modest

Projected earnings between 100% and 400% of the poverty line can qualify you for marketplace credits, usually making HealthCare.gov more affordable. Being younger also helps with premiums. Adult marketplace rates can differ by age within a maximum 3-to-1 ratio, with younger adults paying the lower rates.

Monongalia County's lowest-priced silver option happens to be a PPO, so you receive out-of-network benefits while paying less. Consider the HMO instead only when your existing doctors participate in its insurer's network but not the PPO network.

Scenario 2 of 3

The contracts are paying well and I'm healthy

Sometimes contract work takes off immediately. If annual earnings exceed four times the poverty line, marketplace credits disappear, and even at 26, West Virginia's full premiums can be steep. Let's compare a private nationwide PPO. After medical screening, the insurer can approve you, approve coverage excluding one condition, or decline. Healthy contractors often receive lower premiums than unsubsidized marketplace plans. I'll review each policy's benefits with you before enrollment.

Scenario 3 of 3

Year one might barely cover rent

When earnings are particularly low, start with Medicaid eligibility. KFF identifies 138% of the federal poverty level as West Virginia's adult income threshold. Beginning January 1, 2027, the state's Community Engagement rules require certain members to complete at least 80 hours monthly of employment or qualifying activities. January 2027 applicants might need to satisfy those rules during December 2026. Documented contract work may qualify, so verify that before submitting an application.
