Here's how 1099 contractors in Arkansas are saving money on their health insurance this year

I can help you get a nationwide PPO in Arkansas. If you're a contractor living in Crittenden County and commuting across the bridge to Memphis, here's what to know about provider networks, costs and Arkansas Medicaid requirements.

Sam Jaber, licensed health insurance broker

Hi, I'm Sam. I'm licensed in 36 states and help 1099 workers purchase their own health insurance. If you're contracting in Arkansas, we can take care of the entire process over the phone.

For many people working for themselves in West Memphis, crossing the Mississippi into the larger Memphis market is part of everyday business. Consider a logistics consultant living in Marion, north of West Memphis. She works with trucking and distribution businesses throughout Memphis and Mississippi's DeSoto County. Her regular physician is in East Memphis, and she visits urgent care in Germantown. Her income comes entirely from 1099 clients who provide no benefits. Because she lives in Arkansas, she uses HealthCare.gov, but her insurance also needs to serve her across the Tennessee border.

You can still get a nationwide PPO in Arkansas

Arkansas gives residents the same marketplace plan selection in every county. For 2026, Crittenden County has 52 individual medical options: 28 classified as PPO plans and 24 as POS plans, with no HMOs available. For a 40-year-old buying silver coverage before subsidies, the lowest-priced PPO costs just 3% more than the comparable POS option.

I can also arrange a nationwide PPO for you in Arkansas. This private coverage uses a health questionnaire to determine pricing, with a network designed to serve Memphis just as well as Marion.

Will my plan pay in Tennessee?

PPO coverage includes out-of-network benefits, but your share of the cost is higher. For a contractor regularly visiting a Memphis physician and urgent care, those additional charges can accumulate quickly. I'd verify that both providers participate in each plan's network before enrolling, rather than relying solely on the availability of out-of-network coverage.

Income, and Arkansas's Medicaid rules

When applying through HealthCare.gov, report your projected net self-employment earnings for the coverage year. Start with your 1099 income and subtract expenses such as software, home office costs, client travel, licenses and insurance. Revise your estimate promptly whenever client work increases or decreases.

Arkansas uses ARHOME for its Medicaid expansion, with KFF reporting an adult eligibility threshold of 138% of the poverty level. The program now includes work and community engagement rules. Automated verification began with a penalty-free soft launch on July 1, 2026. Starting January 1, 2027, full enforcement includes 80 hours per month of employment, education or volunteer activity, with coverage suspension possible. Generally, months when you're Medicaid-eligible don't qualify for marketplace tax credits.

Scenario 1 of 3

My net income qualifies for the credit

Use HealthCare.gov to enroll if you want the premium tax credit, since it isn't available elsewhere. Your credit is a set amount calculated from a benchmark silver plan, and you cover any extra premium for a more expensive choice. Because the PPO price difference here is small, I'd focus on networks first. Find the PPO or POS that includes your Memphis doctor and urgent care, rather than letting a minor premium difference decide.

Scenario 2 of 3

I'm past the credit range and healthy

If you're paying full price, I'd compare the marketplace plan with the strongest Memphis network against a nationwide private PPO. Private coverage requires health screening, and the insurer may accept you, accept you with one specific condition excluded, or reject your application. Healthy contractors frequently find premiums below full marketplace prices, with participating doctors across the river and farther away. We'll review the actual benefits of both choices before you decide.

Scenario 3 of 3

Work slowed down

If a major contract gets put on hold and your projected annual income approaches 138% of the poverty level, check your coverage options before making changes. You might qualify for ARHOME, but its work requirement will be enforced starting in 2027. Make sure you understand how meeting that requirement is reported. Once your contracts resume, update your income and move back to marketplace coverage.

Questions 1099 contractors ask me

Straight answers, no sales pitch.

Will an Arkansas marketplace plan cover my doctor in Memphis?

That comes down to your specific network. PPOs offer out-of-network benefits with greater out-of-pocket costs, so I'd first verify whether your physician participates.

Does Arkansas Medicaid have a work requirement?

Yes. ARHOME began a soft launch of its requirements on July 1, 2026. Full enforcement starts January 1, 2027, including 80 monthly hours of employment, schooling or volunteer work.

Are PPOs expensive on the Arkansas marketplace?

No. Across every Arkansas county, the lowest-priced silver PPO carries a premium 3% higher than the lowest-priced silver POS.

Can an Arkansas contractor get a nationwide PPO?

Yes. For healthy applicants, I can help secure a plan sold outside the marketplace.

Which side of the Mississippi is your work on?

Tell me which county you live in, how many of your clients and doctors are in Tennessee, and your 1099 earnings after business expenses. I'll put together coverage recommendations with pricing.
